n behalf of the Institute of Technical Education (ITE) management and staff, I congratulate ASPRI on the publication of the 2018/2019 edition of the Directory of Singapore Process and Chemicals Industries.
The establishment of ASPRI in the late 1990s registered the beginning of another chapter of structured training and testing programmes for service providers in the process industry. ASPRI has helped to boost its members’ capabilities and manpower resource with training opportunities and also certifying its workforce to effectively support the growth of the petroleum, chemicals and pharmaceutical industries in Singapore. ITE is proud to be a part of this successful effort.
As a key authority in developing national occupational skills certification and standards, ITE launched the Skills Assessment Centre (SAC) scheme in 2003 for skilled workers to be methodically tested and certified under a vigorous testing framework to attain the ITE Skills Evaluation Test Certificate (SETC). ASPRI was one of the pioneer partners of ITE for this scheme and over the years, ASPRI has worked closely with ITE to certify about 22,000 process industry workers under ITE’s SAC framework. ASPRI and ITE also strive to extend our partnership beyond the certification of workers. Many ASPRI members also offer structured in-house on-the-job training under ITE’s Certified On-the-Job Training Centre (COJTC) scheme. Currently, some 25 ASPRI members have been accredited as COJTCs.
Under the SkillsFuture initiative to build and develop deep skills among Singaporeans, ITE aims to enhance the connexion between institutional training and workplace learning. ITE had progressively expanded its Enhanced Internship programme to all of its courses so that all students have the opportunity to learn and apply their skills and knowledge acquired in an actual work environment for 3 to 6 months. The ITE Work-Learn Technical Diploma programme introduced in 2018 with four courses was met with overwhelming response from industries. More courses for various industries will be offered in 2019 and beyond. Currently, the industries benefitting from this programme includes marine, healthcare, security, and construction. Companies may also explore enrolling employees to ITE’s short courses, or certificate of competency courses, or customised their training needs with ITE to update the skills and knowledge of their employees. ASPRI member companies are strongly encouraged to explore partnership with ITE under these SkillsFuture initiatives to complement their recruitment and manpower development strategies.
Over the years, ITE has also provided innovative and practical business and technology solutions for our industry partners by leveraging on staff capability and expertise. Under this arrangement, companies may engage ITE to undertake a project to devise a solution that could improve their productivity and business performance.
ITE looks forward to the exciting partnership opportunities with ASPRI. ASPRI members are always welcome to explore collaborative projects with ITE to create new synergies for the benefit of the process industry.
